    THE COTTON COUNCIL INTERNATIONAL has appointed ZENITHOPTIMEDIA to handle media planning and buying for a $3 million campaign which will relaunch its Cotton USA brand across the UK, Italy and Germany.  Creative for the campaign will be developed by KUGEL.
